THAT, a sum not exceeding Kshs. 14,258,764,365 be issued from the Consolidated Fund to complete the sum necessary to meet the expenditure during the year ending 30th June, 2007 in respect of :-
Vote 11 - Ministry of Health
(ii) Vote 31 - Ministry of Education
NOTICE
LIMITATION OF DEBATE ON THE BUSINESS OF THE ANNUAL ESTIMATES
The House on Tuesday 20th June, 2006 resolved as follows:
THAT, the following limitations shall be applied to the Business of the Annual Estimates:-
(i) Each speech in the debate on the Financial Statement on the Annual Estimates shall be limited to ten minutes, excluding the Mover’s speech and reply, which shall not be limited; and the Official Leader of the Opposition designated official spokesperson who shall be limited to thirty minutes.
(ii) On the Motion “That, Mr. Speaker do now leave the Chair” to enable Ministers to initiate debate on policy, the Mover shall be limited to a total of one hour; half an hour for moving and half an hour for replying to the debate; thirty minutes for the Leader of the Official Opposition or designated official spokesperson; and that each other Member speaking shall be limited to ten minutes provided that one hour before the Question of the Vote is put, the House shall go into Committee and the Chairman shall put every question necessary to dispose of the Vote.
(iii) Each speech in the Committee of Ways and Means and Committee of Supply shall be limited to ten minutes.

Question by Private Notice- The Member for Bonchari (Mr. Zebedeo Opore) to ask the Minister for Local Government:-
(a) Is the Minister aware that Suneka Town Council awarded, through single sourcing, a contract for the design of a strategic plan to Strategic Design Consultants on 25th August, 2006?
(b) Is he further aware that the forum of tender, the letter of offer and acceptance for the award amounting to Kshs. 400,000 were signed on the same day?
(c) What steps is the Minister taking to reverse the fraudulent award to save the Council’s meager resources and prosecute those responsible?

(a) How much money will it cost the Ministry to provide electricity to Kunati, Mulika and Mbaranga markets in Tigania East Constituency?
(b) Why has the Ministry failed to provide electricity to these fast growing markets that are key to the revival of the Tigania economy?
217 - The Member for South Mugirango (Mr. Omingo Magara) to ask the Minister of State, Office of the President: -
(a) Is the Minister aware that South Mugirango Borabu Location has not had a chief for over four years?
(b) What is he doing to correct this considering that it is a volatile border location of Gucha/ Transmara districts?
(c) Could the Minister consider sub-dividing the location into three owing to its current size and population?

Why has the family of Justus Kibaara not been compensated after their daughter was killed by an elephant, on 7.4.2000, in Ntugi Location of Tharaka District?
285 - The Member for Kaiti ( Mr. Gideon Ndambuki) to ask the Minister for Roads and Public Works: -
(a) Could the Minister inform the House when tarmacking of the two and a half kilometer Nunguni-Kikoko road section will begin?
(b) How much money was allocated for that purpose?
