Under the direction of the Assistant Editor ICT, the Web Administrator and System Developer will be responsible for the creation of design concepts for the Council’s website and building and maintenance of the website to the highest possible quality standards. The successful candidate will be able to blend web and system design with strategic Internet marketing and technical skills.
The Web Developer shall be required to conceptualize, plan and implement systems and website and provide regular and proactive feedback on project progress. Specifically, his/her duties shall include preparation of the following:

Key responsibilities
In accordance with the NCLR’s ICT policy;

• Maintenance of the website and the online database;
• Database administration and routine tasks;
• Securing the Website and Servers;
• Act on support needs and requirements;
• Configure/upgrade online servers;
• Backing up and Restoring system code and online databases;
• Receive and handle web site enquiries;
• Creation/editing of web graphics;
• server-side Programming in PHP;
• Client-side scripting in DHTML and JavaScript;
• Managing the web servers to ensure they are live, effective and fast;
• Running and analyzing reports on website usage;
• Optimizing pages to appear in search engine results;
• Publishing information to the web as and when requested;
• Managing user/group accounts;
• Developing User & Technical Documentation and
• Interact with the operational organizations (the ISP or and partners) to maintain service levels (for the connectivity component).
  

• Bachelor of Science in Information Technology or an equivalent qualification;
• Strong background in commercial web product development, including ASP, .NET, PHP, SQL, HTML, CSS, Flash, Photoshop, video editing tools, technical design and writing, and development standards;
• Experience with or familiarity with search engine optimization (SEO) concepts a major plus;
• 2 years experience as web and system developer ;
• Demonstrated professional competence in ICT and
• Self motivating and able to manage multiple deliverables with little supervision.
