| Powers of President in Parliament. | 52. The President shall be entitled - (a) in the exercise of his functions as Head of State, to address the National Assembly at any time he thinks fit to do so; and (b) in the exercise of his functions as Head of the Government and as a member of the National Assembly, to attend all meetings of the Assembly and to take part in all proceedings thereof, and to vote on any question before the Assembly. |
