| Restriction on boarding vessels before proper officer. | 19. (1) No person except the port pilot, the health officer or other public officer in the exercise of his duties and duly authorized, shall, save with the permission of the proper officer, board a vessel before the proper officer.
(2) A person who contravenes this section shall be guilty of an offence and liable to a fine not exceeding twenty thousand shillings. |
